A P Ventures launches new STARTALK site for the National Foreign Language Center

October 20, 2015 – Columbia, MD – A P Ventures (APV) has launched the first phase of STARTALK, a web portal of the National Foreign Language Center.

STARTALK is a project funded by the National Security Agency and administered by the National Foreign Language Center (NFLC) at the University of Maryland. NFLC provides learning opportunities in critical languages in grades K-16, and professional development for teachers of critical languages. NFLC needed a custom solution to replace its legacy grant application system (OPIS) and public website. The existing design had performance and scalability limitations, making modification a difficult process. With a focus on creating a data-driven, integrated systems solution, NFLC requested scalable and efficient online program information, system web applications, and operations management tools, as well as improved search functionality for its public website. The goal was to provide a streamlined user experience and user interface for grant applicants and STARTALK staff.

Working in conjunction with NFLC staff, APV has launched the improved grant application system SOPHIE. SOPHIE enables organizations to apply for funding for critical language programs. APV designed a customized workflow system that provides STARTALK staff improved usability as they review and approve proposals and track awarded programs. SOPHIE features unique roles and permissions for different users, including applicants, program directors, proposal reviewers, team leaders, site visitors, and NFLC staff. The new system also provides easy access to data for analysis and reporting. APV will develop additional functions and site features over the next several months.
